So, there might be a bug fix in a later version? Which version/platform are you running then when the wmf-file is rendered correctly?

The version I'm using is GIMP 2.2.13 on Windows XP.

Seems to load fine for me. So either we have fixed this in the meantime
or your version of libwmf (that's the library that does the actual loading of the WMF file) is buggy.
