Resize layer

I have 2 layers. The background and the foreground. I can't scale the foreground layer. I need to make it about twice the size. Is there a 'resize' tool?

Is there a resize tool ? Yes, several depending on your favourite method.

With the layer active.

Layer -> Scale layer. Choose your units pixels / percentage ... enter values in the dialogue and ok. Use the move tool to re-position if required.

The scale tool in the tool box (shift-S) Click in the layer, drag to size or use the dialogue. Drag around to reposition. OK to fix.

If the scaled up layer is larger (or outside) the original canvas size then use Image -> Fit canvas to Layers.
