Need to have layer opacity control during perspective adjustment

I would like to overlay one image on top of another fairly precisely and to do this I need them to both be visible via the layer opacity function and use the perspective tool at the same time. When I activate the perspective tool, the opacity function is suspended but that means I don't know how to stretch the layer to make them match.

You need to turn off the visibility of the top layer (assuming it's the one you are using the perspective tool on), and then you need to check "Show Image Preview" in the Tool Options, and set a non-zero opacity:
