Tremendous lag and CPU usage
Yesterday, I did a complete wipe of my computer and re-installed Windows 8.1. Now, before the overhaul everything worked fine.
Today, I installed GIMP 2.8.14 and got tremendous lag. None of the tools are usable as they lag so much behind the cursor. I checked the task manager, and GIMP seems to use a lot of CPU resources. Even just hovering the cursor over GIMP's window causes CPU usage to rise, so much so that it maxes out a CPU core.
I googled for possible solutions, and I found out that disabling the ruler should help. It does help a little bit, it it's still unusable.
I have the latest AMD drivers installed (I'm running Radeon 290).
