3 programs have error in 2.8.10

Hello,

I have installed Gimp 2.8.10 in my computer with Windows 8.1 Pro 64 bits.

When I start Gimp the programs web-page.exe, help-browser.exe and file-pdf-load.exe give the error "the procedure entry point __gxx-personality_seh0 could not be located in dynamic link library c:\Program files\Gimp 2\bin\icui18n51.dll

icui18n51.dll is a dll from International Components for Unicode and I think it was compiled with a different version of the mingw C++ compiler that the one I have in my computer. Actually I have MINGW for 32 bits and 64 bits installed in my computer but I do not know in which library the dll is looking for the entry point.

Does anyone know which library and for which version (gcc is now 4.8.1) is icui18n51.dll using?, Is this library in the Gimp files?, perhaps due to my path Gimp starts looking for in other place.

The interesting part is why those files, that are supposed to have come with GIMP, don't match.

Did you ever copy files around manually, for example when installing additional plug-ins? Did you ever install any third-party plug-ins?

I was having the exact same thing happen. Even after trying a uninstall/reinstall.
What solved it was after an uninstall, go to look in the programs folder and manually remove the remaining gimp directory and files. I also renamed the .gimp folder in the user profile directory because it contains some additions that I want to put back after. I believe it was as Michael S. suggests, that there was leftovers from third-party plugins that the uninstall does not remove.

thank you for your help, directory \.gimp-2.8 had files from previous installations (2.8.2, 2.8.6, 2.8.8) that were not erased after uninstalling. A clean installation solved the problem.

Thank you for your help, as you said, erasing \.gimp-2.8 and a clean installation solved the problem
