extracting help files

Hi:
I am very much a novice at this and am completely baffled as to how/where I am supposed to extract gimp-help-2.8.0.tar.bz2 file. If I can't get this to work, I would be satisfied with a pdf of the 2.8 help files! Just anything, because I cannot always work connected to the internet. My operating system is Windows Vista. I really appreciate any help someone can offer. Thanks,

It's because you are not supposed to do that :)

I don't think we have PDFs for 2.8 help yet. But let's see what can be done about that.

You can unpack that archive in windows with 7-zip but it is unlikely to do you any good. It is source code for compiling the help files.

A better bet is here, the sourceforge download page http://tinyurl.com/bvouakb
and get the version with appropriate language.
