I apologise for any ignorance, but it the new Gimp release going to include better font management?

For example, if I type something and rotate it, Gimp automatically rasterises it. It would be great if this didn't happen.

What, if any, updates to Gimp's font management will be coming?

Rich text formatting -- yes
On-canvas editing -- yes
Rotated editable text -- no, at least not yet
