Semi-transparent spheres

I need to make a graphic which is basically a set of semi-transparent concentric spheres. The transparency should be such that you can see the inner spheres within the outer ones. I guess the basic question is how to make things appear semi-tranparent. Any suggestions?

Build your image on layers and set the opacity of each layer to suit?

Frankly, I would use 3D for this.
