Question: How to....

I have Gimp 2.6. It says I need to "install the additional help package". Where do I find the download?

Wherever you downloaded the Gimp itself. :) If you installed a binary package, there should be a help package nearby.

For Ubuntu Linux, "sudo apt-get install gimp-help-en" will get the English version of the help.

Usually at the same place you found GIMP itself, which usually depends on your operating system.
