strange window behavior

Has the gimp changed or have I screwed something up?

When I load a picture to edit what shows in the window is a section of the picture. Moving the window shows a different section of the picture. It's as though the picture were a fixed background. I certainly don't want that. What shows within the window should be controlled by the scrollbars, not by moving the window around.

What's going on?
