Looking for GIMP developers
Hello,
I'm not sure if I am approaching this in the correct way, but we are a non-profit organization looking for developers fluent with the GIMP programming language to create a customized version of GIMP.
We have an Internet based database application capable of handling digital photographs and maps. The issue with our application has become our users inability to correctly configure the images to our specifications, prior to uploading them to the application server.
The GIMP application as it stands is a very capable and robust image manipulation program, but we would like to find a company/developer capable of taking the Windows OS version of GIMP and customizing it to meet the simpler needs of our users.
So would anyone be able to point me in the right direction to find a list of experienced companies/developers capable of this task?

There aren't any companies that do GIMP development-for-hire, and the developers capable of it pretty much all read this list. It would be a lot easier to give a meaningful response to your question if you could clarify what the "simpler needs of your uers" are.

Yes, it would be a great if you give further details on what your needs are. Maybe your ideas are compatible with current bug fixes or feature requests and could be addressed by the developers, and the whole Gimp project could receive the benefit of your company's funding. AFAIK Gimp has few active developers who do an outstanding work without economic backup. So giving monetary support to the official project instead of thinking in external forks would be much better.

I didn't want to bother everyone with the detailed specs of our project, just hoping for the URL of a few places to search for GIMP developers for hire.
Essentially, we want to be able to provide our users a free basic image manipulation application that does what they need it to do, without overwhelming them with additional functionality of GIMP. Again, I think GIMP is a remarkable application, but when I try to get our users to work with it, they simply give up. What we are looking for is a way to essentially 'comment out' a lot of the functionality of GIMP and narrow it down to just functions specific to the needs of our application. Our users know a lot about history, but know very little about manipulating digital images. Most image manipulation software simply overwhelms them and they end up providing us with images that will not work for our needs.
If you, or any other developer would like more detailed information on what we are looking for, please let me know where to send it and I'll get it off to you straight away.

A pointer to a web page giving the instructions your users are supposed to follow would be great. If that isn't possible, please feel free to email them to me. It's impossible to judge the scope, and therefore realism, of the project you have in mind without that information.

May I suggest a name for a reduced capabilities version of GIMP? How about "GIMPlements"? :)
Kind of cute in a "stick-it-to-the-man" kind of way, IMO.

Are we talking quite a specific application here like crop and resize images? If so, perhaps it would be better to write it from scratch using the GEGL framework. Does that compile on windows yet?
