wavelet-decompose is a plug-in, not a GEGL filter. Its help-id is derived from its procedure name, "plug-in-wavelet-decompose", and is not found in gimp-help-ids.h.

You can find the procedure name for a plug-in by searching for the plug-in in "Help -> Plug-in Browser". The procedure name is shown at the top of the info pane.
