Artifacts after scaling, rotation... in 2.9 git

Gimp from git produces artifacts after rotation, scaling or other similar tool (including image scaling via main menu dialog). That behavior is rather old. Here is an example after scaling (a crop from the image).

Because of the size. It seems the whole letter size should be smaller than 40k. It will be easier to use external links.

I looked at DSC00434_1600.png and it smells like a tiling subsystem bug to me.

I can reproduce this problem. I'm going to guess that the issue is that the nohalo code is interacting badly with the sampler caching code in gegl, which has been rewritten since the nohalo code was originally written. Someone should probably look into that.

The similar results are obtained during rotation or perspective correction. One can try to rotate the original tiff and see numerous banding.

Some trouble with the recent Gimp 2.9
Hi, folks,
after succesful building Gimp 2.9 in my Ubuntu PPA and starting Gimp I saw this:
GEGL operation missing!
GIMP requires the GEGL operation "gegl:seamless-clone". This operation cannot be found. Check your GEGL install and ensure it has been compiled with any dependencies required for GIMP.
I think someone forget to commit the last gegl changes in git.

The corresponding Gimp revision or version:

You're doing something wrong, although it's unclear what. seamless-clone has been in gegl since august 2011, and sanity.c in gimp has required it since july 2013.
