Hi
I work in an NHS organisation and we would like to download and use your software as it's been recommended to us. However I've looked through the licence agreement on the gimp website and although it appears to be covered, our IT specialist have said that there are sometimes parts of the system which use code from other suppliers which is not covered by the same licensing agreement. Could you assure me that it is ok for us to use this software for free?

yes, it is.
Tell your specialist to read the acompaining "COPYING" file, which contains
the license for use and redistribution of the Software, the GPL v.3 -
Most of the text deals with redistributing the program - as for running,
the license simply states that:
"
This License explicitly affirms your unlimited
permission to run the unmodified Program.
"

The applicable licences are here if you want to pass the link on to your IT people and/or attorneys.
GIMP is provided under the GNU General Public License.
