It means, literally, that you run this command in condole to build and install a .c plug-in.
$ gimptool -- install your_plugin.c
Of course, you could be using a plug-in template instead, and in that case, it would be the usual ./configure && make && sudo make install routine (on Linux).

the translation progress for Brazilian Portuguese ranges from 50% (libgimp) to 100% (tags; with 2 translatable strings), so there is plenty of work left. See http://l10n.gnome.org/module/gimp/ for details of the progress per translation domain within GIMP.

I am the translation maintainer to pt_BR, and I should update 2.7 translation over the coming weeks - I keep no translation of the documentation however (gimp-manual)
If someone there want to help, we can just arrange to split the task as well.

Let me explain. Ideas, however clever they are, have to be implemented. But you see, we have no end of ideas. Everybody seems to know what exactly we should do, yet mostly they never go beyond merely telling us. Which is why while I like people who try to think things through, like you, personally I'm still more in favour of people who get things done.
If you are offended by that, I'm not sure there's anything I can do for you. My intention was not to offend, but to explain that we need people who do things, not talk about them.
