I tried deleting the fr string, and saving dialogs.po; then reopening dialogs.po and translating the string again, saving again. make html-fr: the string is still English :-(

Remove and recreate xml/fr/dialogs/templates-dialog.xml.

Remove and recreate xml/fr/dialogs/templates-dialog.xml.

All is OK now
