apply for maintaining the Chinese translation of gimp-doc

I learned there need Chinese gimp docs translators from: http://wiki.gimp.org/gimp/GimpDocsOpenTasks

I want to apply for this, and have started working on this, I'll send my `svn diff` later on,

to caiqian and wangtao: if you still have time and interest on this, we can work together.

make zh_CN liguas pass xmllint

this is far from full Chinese translation of gimp-docs, but this could make xmllint happy, then make processing don't complain.

so now at least you can execute:

ALL_LINGUAS=zh_CN ./autogen.sh

Well. However, I hope you could give comments on my following translation patch: I'm just a GIMP newbie, and translating is not my job, so some terms in Chinese is not very perfect, I hope you could give comments. I will send my following translating patches CC to you and the mailling list.
