Key references

po files are translated for de fr it... but key-reference.xml is built for 'en' only
and the key references don't appear in html index.

I translated key-reference.xml and saved it as key-reference-fr.xml. I added a

Key references are stable. Why build key-reference.xml every time? May I commit key-reference-fr?

Key references

I don't see that the key reference makes any sens in the manual itself - at least not as simple list. I'd suggest we focus on the external short reference first and may be we can this one include in the manual as appendix later?!
