Sometime back I wrote a tutorial

It was written under the 2.2.x series of Gimp releases. In it, I set up the mouse wheel to control both the scale and the softness/hardness of brushes created in the brush editor. In 2.4.1, I can find the function to control scale, but is the one to control brush hardness no longer there?

It is still there. Another function to scale the brush has been added which corresponds to the Brush scale in the paint tool options. This is tools-paint-brush-scale which is mapped to tools-value-2. But brush hardness is still controlled using
context-brush-hardness-{increase,decrease}.
