Yes on my install, it's the last icon, looks like a small black ball with an extension on it. Keystroke shortcut is: Shift+D

I did a bit on dodge and burning - not with the tool (I hate it!) but with a layer in overlay mode: http://meetthegimp.org/?p=47

It' video - so nothing to read up. And the imgage was made by Normans son. ;-)
