Scissors select tool makes image artifacts. [Bug?]

To reproduce this bug,

1: Open an image. In my case, the image is a photograph. 2: Use the scissors select tool to select an arbitrary portion of the image.
3: Float the selection and make the floated selection a new layer.

You should see image artifacts around the selection.

I just want to see if others are having this problem before I make a bug report.

No, I don't see any artifacts. But maybe I'm not working with the same settings.

Which version of GIMP do you use? What are the settings for the scissors tool when this does happen?
