Not that I know of (aside from sizing/cropping/etc first in GIMP).

If you're on linux, there are some tools available: http://dvd-slideshow.sourceforge.net/wiki/Main_Page

Nothing really jumps out at me for windoze. Picasa can export a slideshow as an AVI file...
