Permanently disable on-canvas dialogue boxes

Is there a way to permanently disable on-canvas dialogue boxes (e.g. for scale/shear/rotate tools etc.)?

I've slightly modified the stock dark theme and for some reason on-canvas dialogues don't seem to follow the settings for button and text colours which makes it hard to read (see attachment). Even on the stock dark theme the colours don't seem to be the same as standard dialogue boxes. And I just don't like on-canvas dialogues, I usually want to move them out the way!

I know I can detach them individually but there doesn't seem to be a way to make this default behaviour.
