Can't Install 2.10.14
I get an error message during the install process: Setup was unable to create the directory "C:\Program Files\GIMP 2\bin" Error 5: Access is denied.
Can anyone tell me how to complete the installation?

Do you expect to be able to install software on this system - i.e. do you have admin or comparable privileges, are you allowed to install applications, and do you have full control over anything that may be in use to prevent software from being installed without explicit consent?

I was able to install Gimp 2.10.14 successfully. However, a shortcut was not installed on my desktop and I can't start the program otherwise.
How do I find out what on my computer is preventing me from starting Gimp? It's my personal computer. I had the previous version of Gimp. It installed and I could start it. Now I deleted it.

on windows:
C:\Program Files\GIMP*****\ you should see two *.exe files; one is the unistallation program the other runs gimp (GIMP-2.10***.exe). Hold down the right mouse button and drag this to your desktop. Select "create shortcut here"
You can also start it from the windows menu.

If you go the right click and drag method just be careful that you do not move the gimp-2.10.exe file to the desktop or even worse lose it somewhere in another folder (do not laugh, it does happen) screenshot 1
A safer method is right click and choose Create shortcut screenshot 2
If you do not like either of those methods, the alternative is run the Gimp installer again. Choose the Customize option and follow the Next buttons until you come to the Create a desktop icon page. screenshot 3 Tick that and continue. It does mean that all the Gimp files are installed again.

I downloaded and installed Gimp 2.10. I was able to open it (although I did get an error message upon opening it. Why can I open Gimp 2.10 and not 2.10.14?

You now got 2.10.0-RC1, an ancient pre-release of GIMP 2.10.0
You could be running into the following issue with 2.10.14: https://gitlab.gnome.org/GNOME/gimp/issues/4385
Please check if this could apply to your case (see what people write in the comments there and compare this to your system) and report back, getting more data points about the problems helps to prove or disprove our current assumptions.
It's currently not know what exactly is happening there, especially as the only change between the previous version of the 2.10.14 installer and the current one is the fix for a different issue (where the Sophos anti-malware applications were blocking access to one of GIMP's dependency libraries).

This post was very helpful. I dl'd 2.10.12 and opened it up with no problems. Knowing 2.10.14 is giving other users problems makes it far less frustrating for me. I suppose I'll wait a couple of months and try to dl and open 2.10.14 again. Hopefully the issue will be resolved by then.

This post was very helpful. I dl'd 2.10.12 and opened it up with no problems. Knowing 2.10.14 is giving other users problems makes it far less frustrating for me. I suppose I'll wait a couple of months and try to dl and open 2.10.14 again. Hopefully the issue will be resolved by then.
You could even get the previous 2.10.14 installer, unless you are also using any Sophos products.
Do you use an nVidia graphics card?
