Recently download GIMP...When I open the Toolbox it is in B&W monochrome (Box, icons, everything). How can I get it to open in color? T-Y.

"Edit/Preferences/Theme" and "Edit/Preferences/Icon Theme"

In the preferences it is possible to switch the Theme and the Icon Theme. The "System" theme is what you're used to, for the Icon Theme try if you prefer "Color" or "Legacy".
