Windows Install

Windows Install
Downloaded 2.8.18 on Windows 8.1. Got the Set Up window, watched the nice green ribbon move across the screen that said it was being installed then clicked on Finish.
To the best of my knowledge nothing has been done. What should I see? Where and when will I see it?
This is not a good sign, if I can not even install GIMP how am I ever going to learn to use it? What is it that I have done wrong?

I continued to poke around and click on various files and got GIMP to open. Certainly not what i expected to do based on the screen message that had the Finish button. Is it just me being stupid or does everyone else just know this is what needs to be done?
