if you select the anchor next to several layers, and you select one of them as active,
you can make changes (try move tool for example) to all of them at once.

mean the chain symbol not the anchor button. u use anchor when - for exmple - you pasted selection (if floats) and you need to anchor it - it will be pasted on last active layer.
