Is there an official feature-request email address or Ticketsystem?

Is there an official feature-request email address or Ticketsystem?

Assume I want to open a new feature request for Gimp:

Is there an "official" email address or Ticket Tracking system where this should be send to?

Or is this MailingList the only (and best possible) place for this?

It is appreciated to check whether a bug or enhancement request has already been filed there.
