How do I trim or add x pixels from/to every edge?

Two apologies - I accidentally posted this in the wrong forum earlier, I'm looking to see how to delete that post - also, this might be a duplicate, I did some searches but could not find the information that I was looking for.

I am looking for the best way to trim or add a set number of pixels to every edge (interior and exterior) of an image.

This is for creating stencils for screen printing. Say, for example, that I wanted to screen a simple image of Tux on a dark tee. I'd want to put a base layer of white down so that the white and yellow show up clearly; however, I don't want that white to bleed out past the black of the body of Tux. Scaling wouldn't work of course, because it would change the position of items in other areas.

Or make a selection of all of the areas based on color, then use selection Grow or Shrink?

Thank you - I'll give those a try,.I've been messing with various layer options, nothing I've tried so far has given me a distinct amount - not too significant with the hypothetical Tux, but when the image has a number of smaller lines, it would be significant.

The color selection for Grow or Shrink would be easy, I select the areas I need and then turn them solid black to make the stencil.

Assuming you don't want the fabric of the Tee to show through anywhere in the interior of the tux, you only need one solid white screen of the whole tux with no bleed. Overprint the yellow details then the black.

Or, put the white down in the area where you need white and yellow. Overprint the yellow on, then the black.

Perhaps Tux was a bad example, I generally screen items with a lot more detail. Text, vines, gears and things, stuff like that. Your point is valid on a simple item like Tux, but I didn't want to complicate matters by talking about something more complex.
