Hello
I use the 2.8.16 version and I would like to frame a picture but I have no decoration filter. how to do ?

The picture frame plugin I used to use does not seem to be available any more. I have not used this one, but it looks like a good candidate:

You could make all kinds of frames "by hand" in the GIMP but that would be very time consuming compared to running a script.
