The original source is:
http://www.freedesktop.org/software/fontconfig/

If you are using Linux, search for fontconfig in your package manager. This has the advantage to give you the choice between development and prebuilt binary packages.
To discuss development related questions, feel free to submit to the gimp-developer mailing list.
