Gimp 2.8 buttons

Hi - first time trying this, but I'm not sure if this problem is unique to me.  The buttons to react on Gimp 2.8 (I'm using Win7) with great difficulty. Selecting the pencil, brush and zoom controls are the worst affected - if the rectangular select is being used for example, it takes several clicks to change to a brush. I'm not being impatient - it'll highlight the button, but not put it to use.  This is for both my regular mouse and tablet (which works fine for other things with this and other versions of GIMP.)   Suggestions?
