Layer versus selection

If I make a selection (using, say, the Select Tool) and I want to flip it, for example, vertically, then wouldn't it be logical that I simply click on Layer > Transform etc and it does what I want with the current selection? Currently, I have to make the selection float before being able to transform it. Why is that?

Because the Layer menu gives you options that target a layer, not a selection on the layer. When you make your selection float, you'e essentially creating a new, temporary layer.
