Perhaps you read that "bug X is fixed in pre4" - the release hasn't been made. That is shorthand for "fixed in CVS".

You have a few choices. The once listed below is what I know anyway. Scheme is the thing you want to look at if you want to create a script-fu on the other hand you should also look at: http://registry.gimp.org/ where many plugins and scripts are located.

Perl Not sure about this. Scheme Like above what I know of.
