I was told where to set the dimensions of the preview window and I set it too big and now I forgot where I set it and I want to set the size of the preview smaller.

It's in an .ini or *rc file somewhere but I can't find it.

Could someone tell me where that file is?

Never mind. I found it. There's about 8 gtkrc files. I was looking in the wrong folder. Found it -- fixed it...

No, that's wrong. You have to change C:\Users\\.gimp-2.x\gtkrc

Click Menu: Help --> User Manual.

Or click Edit --> Preferences --> Previews (Or thumbnails or miniatures or whatever language you have)
