Actions on multiple layers at the same time

Is there any way to duplicate multiple layers in one action? Is there any way to toggle visibility of multiple layers in one action?

I'm guessing it's possible using nested layers in the development version (which I can't seem to figure out how to install on Windows). Is it possible in GIMP 2.6.7?
