Was that made from a photograph? I'd say, use Inkscape (yes, that's a completely different, but still free, program) and trace the outlines either automatically or by hand, and then refine it by hand. That image was clearly done with a vector graphics application.

How to do this?

Do a google on vexels or vectoring. There are some tutorials on Gimptalk by curly haired boy on how to do something like this. There is also lots of stuff on deviantart. You can do this technique in either Inkscape or Gimp, tho the methods are a bit different in each program. You can end up with either a completely vector based image, or a bitmap image.

This example is actually a vector drawing. Taking into account that you're new to Gimp, I would rather suggest using a vector graphics program such as Inkscape (you can download the latest version from http://www.inkscape.org/). You can import the photograph in question into Inkscape [via + I] and draw "over" it using Inkscape's curve tools. I usually make a second layer for the drawing and make this semi-transparent [via the "Layers" menu]. This way, you still see the photograph on the bottom layer. When you're finished drawing, all you have to do is, to delete the photograph, make the second layer fully opaque again, select the drawing you made [ + A] and export the drawing as a PNG [ + E].

Thank you everyone. Got almost similar effect by tracing the background layer on an transparent layer with smoother curves (holding shift did the trick).
