Windows 2000 did that. Users were not happy.
Also, why should the user have to dismount the volume at all? Why would he
need to care about such things?
Because the hardware is poorly designed. There is no way for the
computer to "lock" the device so it can't be removed until it is safe.
And yes, the user does have to care about it even in Windows, try
writing a large file to the device and then immediately yank it out, fun
eh?
