Applies on Tool Preset Editor - default setting

Hi all,
where the default configuration of all applies on the Tool Preset Editor are written?

If you open GIMP... and don't have anything selected on the Tool Presets dialog (list) the Tool Preset Editor is with all applies on 'yes' except the first for FG/BG.
This default is global preference where the user can modify? thanks,
