first of all I LOVE gimp ! [ on my old Mac ]
I just got a surface pro 3 and have uploaded the
latest Gimp but the pro says my computer is missing
" libgimpui-2.0-0.dll "
What do I do now ???

And you had no problem when installing GIMP? Like an error message
during the installation process?
Also could you try to search your system files for
Libgimpui-2.0-0.dll, so that we can know if this is actually absent or
the system simply can't find it.
Note that I am not the most expert of the Windows installer. I am
merely trying to look for some obvious hints, but maybe some other dev
may know better how to debug your case.
If that were my dev installation, I would update the PATH environment
variable's value (if the dll was present but not found). But these
kind of "hack" should not be necessary with a user installation from
the official installer. So if you don't get any answer on this mailing
list from the people who would know better than I, I advise that you
open a bug report on our bug tracker (just wait a little in case
someone knows the right solution):

I checked this on a Windows 7 64 bit computer. GIMP downloaded from
http://www.gimp.org/downloads/ using the link Download GIMP 2.8.14.
Searching my computer I found the libgimpui-2.0-0.dll file where GIMP is
installed, i.e. C:\Program\GIMP-2.8\GIMP 2\32\bin and in
C:\Program\GIMP-2.8\GIMP 2\bin. (The search field in the upper right
corner of the file browser).
I know nothing about Surface Pro 3, but perhaps you will find the file
somewhere in your tablet. If you do, it is a good reason to believe that
this is a GIMP bug as Jehan mentions. (The file is there but GIMP does
not find it).

It seems like you are not downloading it from the official website. When you want GIMP, always get it from: http://www.gimp.org/downloads/ This is the official release webpage and the only place trustworthy.
There are actually a few places with third-party trusted builds of
GIMP, but if you are not sure of which is which, the gimp.org website
is the place to go (the third party trusted builds are usually listed
there too anyway).
Over there, there won't be any strange advertisements or redirecting
you to some weird other program.
