Update in GEGL dependencies for GIMP

Hi,

the required GEGL versions for your own GIMP builds from the git repositories have changed.
Formerly GEGL from the git branch 'master' was required for GIMP 2.8 as well as GIMP master.
Now for GIMP 2.8 please use GEGL from the branch 'gegl-0-2' and for GIMP 2.9 use GEGL from the branch 'master'. I already updated the Jenkins build jobs and the build instructions in the developer wiki.

Things don't change if you build GIMP from source tarballs.
