I would like to know whether the liquify equivalent module exists in the making or not
and do i need image processing basics to start developing plugins etc?

The closest you get is probaby Filters>Distor>IWarp... in 2.6

2.7 has the Cage Transform tool, it's in the toolbox and looks like a polygon with 5 points on it.

I know this will be like too much to ask for ,or rather consider this as a noob question

but can you just provide me with the right link to start developing for gimp (not like a developer wiki or page) rather a tutorial that aims to just make simple easy plugins or hacks or even test bugs for gimp

your help would be much appreciated

A good place to start is probably with python-fu, unless you know C/C++ really well.

When writing my first python script for Gimp I found these http://www.exp-media.com/gimp-python-tutorial tutorials really helpful, plus of-course this
http://www.gimp.org/docs/python/index.html official documentation.

there is a dedicated community for developing / maintaining and testing GIMP plugins at http://registry.gimp.org/ you can find there a lot of good peoples (being programmers or testers)

It was a successful GSoC2011 project and will become part of 2.10 or 3.0.
