There is the IRC channel #gimp on e.g. irc.gimp.org

In the evening hours of European time, most GIMP developers are there - this is the place to get fast feedback about your idea, and will help to determine if and how you could pursue it further.

Searching the mailing list archives and Bugzilla for aspects of your ideas will tell you if it ever came up before.
