GimpToolbox (Hacking GIMP)

Hi Everyone,
I was wondering what property of the toolbox makes it stay above all other windows? Is it possible to have another window stay above the toolbox? I tried to do this using the
gtk_window_set_keep_above
function
but had no luck.
